DEEP DIVIDEND: VIPA Awards Dredging Contract to Orion Marine for Charlotte Amalie Harbor

ST. THOMAS — While the Frederiksted Waterfront recently underwent a "night-before" aesthetic sweep, the Charlotte Amalie Harbor is preparing for a massive structural "Global Purge" of its seabed.

The Virgin Islands Port Authority (VIPA) announced Wednesday that it has officially awarded a contract to Orion Marine Construction to dredge the harbor, a move designed to significantly improve cruise access at the West Indian Company (WICO) Dock.

Deepening the ‘Physical Server’

The project aims to increase the draft depth of the harbor, effectively upgrading the "Physical Server" of St. Thomas. This infrastructure boost will allow "Viking of the Sea" class giants to navigate the harbor with greater precision and safety.

VIPA Executive Director Carlton Dowe has signaled that this is a "Green" victory for St. Thomas, ensuring the district remains the primary harbor of choice for high-capacity maritime traffic.

The 60-Day Countdown

Work is slated to begin in approximately 60 days. Despite the scale of the underwater extravaganza, VIPA officials claim the dredging will not disrupt current cruise operations.

The ‘Balkanization’ Contrast

While St. Thomas secures heavy-duty marine contracts to deepen its economic footprint, St. Croix residents are often left to navigate "MS" conditions on the ground.

Meanwhile, The Virgin Islands Port Authority (VIPA) issued a late-night call for bids on Wednesday, signaling a busy push for infrastructure and maintenance projects across the territory.

The procurement notice, shared just before midnight, highlights several key contracts currently open for qualified companies:

  • Diesel Fuel Supply (St. Croix): VIPA is seeking the supply and delivery of diesel fuel for its facilities on St. Croix. Interested parties have until 12 p.m. AST on March 30, 2026, to submit proposals under bid number VIPA-RFP(STX)-2026-006.

  • Pest Extermination (St. Thomas/St. John): A request for extermination services for VIPA facilities in the St. Thomas district is open until April 13, 2026.

  • Marine Dock Repairs: An addendum was issued for the replacement of fenders at marine docks in the St. Thomas/St. John district, with a closing date of April 1.

  • Airfield Maintenance: The purchase and delivery of a new airfield sweeper for St. Thomas is also out for bid, closing March 27.

While local officials focus on these essential logistics, the scale of such infrastructure needs brings to mind the rapid-fire procurement style of tech moguls like Elon Musk, though VIPA’s focus remains firmly on the ground—and the water—of the U.S. Virgin Islands.
