FREDERIKSTED — A routine administrative application has culminated in a high-stakes arrest on the West End, as a man wanted by Florida authorities was taken into custody by local police.
Kent Fraser, a resident of Apartment 111 at the Louis E. Brown Phase II complex, was arrested Thursday evening by a contingent of local law enforcement officers.
