ST. CROIX — Governor Albert Bryan Jr. announced today that he has transmitted landmark legislation to the 36th Legislature aimed at finally restoring horse racing to the "Big Island". The proposed agreement with Southland Gaming of the Virgin Islands (SGVI) would see a massive private investment to rebuild the Randall “Doc” James Racetrack without requiring new taxpayer funding.
The ‘Doc’ James Deal at a Glance:
$25 Million Private Investment: SGVI will fund the total reconstruction, including the track surface, grandstand, and barns.
No Taxpayer Cost: The project is funded through gaming opportunities granted to Southland, removing the operational burden from the government.
Strict Accountability: The deal includes a $12 million performance bond and clear completion deadlines.
8-Month Surface Fix: The track resurfacing and barn renovations must be finished within eight months of the start of construction.
Race Day Target: The Governor is aiming for an interim race day by December 30, 2026, if it can be done safely.
Guaranteed Purses: The agreement provides up to $800,000 in annual purses for St. Croix racing.
"I know people are tired of promises," Governor Bryan said during the press conference. "That is why this agreement has deadlines. It has responsibilities. It has accountability. That is not just talk. That is a plan".
The legislation now heads to the 36th Legislature for review, with the Governor requesting a hearing before the end of May.
